Nix Build System Update, Evaluation Caching, and Contributors

As proposed in [RFC 132](https://github.com/NixOS/rfcs/pull/132), Nix's build system now uses Meson/Ninja. Nix's build system has transitioned to Meson/Ninja, replacing the old Make-based system. Evaluation caching now supports dirty Git workdirs. The release includes contributions from 45 individuals, who are listed with their GitHub usernames.
